For me it is still broken in 2.2. I sent a sample project to Apple developer support which illustrates the problem.

You can reproduce it by creating a new project and entering this for LIBRARY_SEARCH_PATHS:

  "$(SRCROOT)/build/Debug" "$(SRCROOT)/build/Debug" "$(SRCROOT)"

Close and reopen the project and the quotes will be gone. At least they are on my system. This causes a failure to link if SRCROOT contains spaces.
