Just found a bug in Xcode 2.2. With external builds, the ACTION environment variable is not set to the right value and the Arguments parameter of the Custom Build Command is not used. This is bad !

Are you expecting ACTION to be set to 'build' for regular (non- install) builds? This was the behavior in some seeds of Xcode 2.2, but it was merely a bug; the correct behavior is for ACTION to be set to an empty string when performing a regular build. The documentation on the ACTION setting is currently incorrect, in that it suggests that it will be set to 'build' for regular builds.

I'm unable to reproduce your reported problem with the Arguments parameter for the Custom Build Command; as Scott Tooker said, filing a bug with a reproducible case would be very helpful.
