No, it does not. 10.4.3 was released several weeks before Xcode 2.2 was finalized.
Xcode 2.2 is now Golden Master and in general release. It is available by download to ADC online members as a GM product, and will be phased in to production OS releases over time.
Any chance to see this release in a "developer DVD series" ?

The Engineering team of which I'm a manager simply creates the bits that go onto the .dmg and DVD. How those get to you is somebody else's job :-)
