I'd like to know if with 2.4 there is a better way of distributing up-to-date documentation.

Not with 2.4, but we have improvements coming that should reduce the amount you need to download.

Last year before Tiger I remember a meeting where engineers from Cupertino said Xcode would do automatic documentation updates – everyone cheered. However, what I didn't expect was that Xcode would prompt you to do a full over-200MB download every month, just for a few updated documents.
