http://svn.collab.net/repos/svn/trunk/contrib/hook-scripts/svn2feed.py is the specific script that you can use in the hook-scripts directory of your subversion system to generate out the feed.
There are some details on the online subversion book at http://svnbook.red-bean.com/nightly/en/svn-book.html#svn.reposadmin.create.hooks - generally about using hook scripts, not the specifics of generating an RSS feed.
