how to copy headers into framework?

Hi,

I'm building a Cocoa framework for the first time. So far so good but I'd like to include the headers in the framework. There is a Copy Headers build phase with my headers in it but they aren't being copied into the framework. I can't find any information on this when I do a search. I can do it manually, of course, but it seems like there is a config in XCode that I'm missing. This is XCode 2.3, brand new Cocoa framework project.
