The debugger refuses to step over. It always steps into. Consequently, I can't step through my code because it descends into deep calls that take forever to return from.

Has anyone else experience this behavior?

I see some thing like this when I debug code for a project at my work place.  I've never encountered it for program I write myself on my home system.  Sometimes I can step over functions and sometime I cannot.  I've never figured out what affects when I can step over functions.
