The 10.2.8 SDK is under the "Cross-Development" triangle. Confusing, isn't
it?
Also, you must have a disk image with the .mpkg on it for the Installer to
work at all. The Packages folder is in the same directory, and you can
double-click on the 10.2.8 .pkg file directly.
