The functionality is in FileMerge.app.  It works really well.  IMO.

I like it in FileMerge.app, because it means I don't have to start Xcode to
do compares, and that happens regularly enough that an independent
FileMerge.app is useful to me.

The Best Of Both Worlds would be if Xcode ALSO had this functionality
directly, so I didn't have to use FileMerge if I'm in Xcode.  Still, the
way it is now isn't causing me enough grief to even file a bug.  YMMV.
