I am using the visual client P4V from perforce and not using perforce from within Xcode because I could not get it to work. So SCM is not activated in my Xcode project. The files are not locked I had verified in the Finder, furthermore any editor besides Xcode can modify and save the file. Once a different editor saved the file Xcode can save the file again as well. If the file is renamed and then renamed back to the original name it also is able to save again. Its as if Xcode is reading some hidden flag somewhere..

I've had problems with the files getting locked after submitting (checking in) in Perforce, but I think I only had this problem when the files were on a network mounted file system.
As I recall, this was the way the visual client /used/ to deal with checked in files, and the way the CodeWarrior plugin does (i.e. it was never updated). The command line client has always used permissions, but if you've used one of the other clients it's definitely possible. (I'm pretty sure Xcode uses the command line client.)
You may want to check the client workspaces on each computer, too. They may have different options set. I don't have a Perforce server to log in to to check if there's an option to control whether files are locked on submission in the workspace anymore...
