where to put custom file templates?

I used to be able to guess where to put custom file templates for Xcode, but nothing I've tried has worked. I'm talking about the ones Xcode 3 puts in /Developer/Library/Xcode/File Templates by default. For now I've edited the templates there, but I assume my changes will be overwritten the next time there is an Xcode update.

What is the correct location? I've tried various places under ~/ Library and ~/Developer. Also I tried searching for "file templates" in the Xcode built-in help, but didn't find anything relevant.
