I'm pretty much in a bind here. If I can't get gcc I can't upgrade other stuff.

This is a known bug in the CHUD installer that is currently under investigation. For now, I recommend turning off CHUD in the Developer Tools installer, then downloading CHUD separately from developer.apple.com and running its standalone installer.
