Apparently the .XcodeDefaultPerspective.perspective hidden file isn't
found across all Xcode installations ,as some people are able to just
remove the <user>.xxx project bundle files and go. As I mentioned
earlier, I had tried removing all files, except for the
project.pbxproj, from the project bundle and had no luck. When I
reopened the project in Xcode 3 I still had the older Xcode layout.
Removing the, evil, hidden .XcodeDefaultPerspective.perspective file
from the home directory and then, again, removing the user files from
the project bundle allowed the project to take on the Xcode 3 layout.

Chris Espinosa answered this for me earlier on a different thread.
Close the project.
Go into the project.xcodeproj directory, and rename or remove all
files with a .perspective* ending (* meaning nothing or "3").
Restart project.
