Minimum machine needed for Leopard Dev

What is the minimum machine required to run Leopard apps for development? I've tried installing Leoperd on an eMac 800 MHz with ATI Graphics. Is it sufficient with a 1GHz eMac with ATI Graphics, which is the only machine I've been able to locate at an affordable price.
