When Xcode 3.0 loads an HTML document, it has to decide whether to render it or show the HTML source. If the HTML files are within a folder with the name "Documentation" (at some level), Xcode renders them. If not, it checks for meta tags in the file to give it a hint. If it finds either:

    <META NAME="Generator" CONTENT="HeaderDoc">
or
    <meta name="xcode-display" content="render">
