In Leopard, it is now possible to add groups in the Accounts preferences pane - just add a new account and select "group" in the new account type.

This is how I setup my svnusers group after being stumped by that same page in the documentation for a while.

"nicl" is the netinfo command line tool, it doesn't exist in Leopard.
