Then please post the build transcript from one of the CompileC commands, so
we can see exactly what is in the compilation command-line.  The "build
transcript" is the "detail view" or "command transcript" in Figure 2 here:

Also post the exact values of your search path settings, and tell us where
they are from: the Target Info or the Project Info window.  You can select,
copy, and paste settings into an email from the Xcode Info window.
