Other times, these are absent, and in their place it appears that non-default settings are listed in the "User-Defined" section.

I have several guesses, but rather than listing them I thought it would be better to just ask someone who knows to please explain why I get these two different "views" at different times in different projects? And which one is "correct"?

Can't say I know for sure but when I see this, I build the project, and then the regular listing items appear and perhaps only a few items remain in the User-Defined section (legacy things from Project Builder mostly).
