When I run I get an error that "@ececutable_path/MyLib.dylib" was not loaded

If you can, use @loader_path or @rpath rather than @executable_path. The @executable_path element is always expanded to the path of the running executable -- otest -- rather than whatever module loads the library in question. The @loader_path element is expanded to what actually loads the library, and @rpath gives you fine-grained control over the expansion (whatever is doing the linking can supply a set of paths to search).

@loader_path is supported back to Mac OS X 10.4, and @rpath is new in Mac OS X 10.5.
