Thank you, Julien. Actually, it turns out to be "Copy Bundle Resources" build phase that "fixes" it. I don't want one of these because, for this target I prefer to copy Resources in my Run Shell Script Build Phase instead. So, if all it does is copy the files, upon reflection I guess I really don't need it added to that target.
