.jpg to .icns?

I have a logo that is a .jpg. Do I have to convert it to a .icns to be used as the app icon?
It looks like I might. I have:
<key>CFBundleIconFile</key> <string>resources/ring-maker-logo.jpg</string>
In my .plist and that does not work. I see IconComposer.app canot do it.
What tool do I use?
