IB lets me choose either one. Both seem to work in a Leopard-only situation. So, I don't know if one is better than the other to save as in IB.
What format is more robust? (not including SCM issues).

As long as iLocalize doesn't handle XIB files, I strictly recommend to deploy unflattened NIB files, even for Leopard.

You can use xib and set the "IBC_FLATTEN_NIBS" (Flatten Compiled xib Files) build setting to NO, so it will generate editable nib files.
