Project/Target/Configuration settings

I have read that targets in Xcode are not exactly the same thing as targets in Makefiles, so I realize this is already a slightly convoluted issue. My question is simply the following. How do I know which settings should be specified at which level? Do I put SDKs in the project or the target settings? That kind of thing...that was just an example btw.
