Every time I've played with this, my experience has been that the Info.plist is automatically copied into the target bundle. Having it as part of a Copy Resources phase seems to only cause a duplicate copy to get placed in the bundle's resources directory. I've never experienced the multiple build rules problem, but I bet that when you re-added the Info.plist to your project, it got added to the target as part of a Copy Resources phase. When you removed it from the project, that would also have been removed.

The correct method, although I don't work on Xcode so I'm bound to be wrong in some regard, is to not explicitly include the Info.plist as part of any phase for the target, but to specify it with the INFOPLIST_FILE settings which is project-relative.
