Apple engineers have specifically mentioned on this list, that this
is because they are working on an
extensive revision of the Doc Sets.
That may be the case, but v200 is still out of date, as far as I can
see. Looking at <http://developer.apple.com/rss/adcdocsets.atom>, the
latest version is v201.0.1.
And even if there is no update, why should there be a permissions error?
