Xcode versions?

A recent stream discussed the latest Xcode version available. I see that this latest version mentioned, release 9M2517, is associated with the iPhone SDK. But, is this the same Xcode version available through the regular Mac OS X Developer site?

Is there a difference between the two different release distributions? Does the Mac OS X release have tools or utilities not available through the iPhone distro and visa-versa?
