They should be searched by virtue of being referenced from the
project, as long as you select one of the search options that is set
up to search in frameworks.
If you have a problem here, please review your search options. If you
still can't figure it out, please file a bug report.

regular basis) how do the headers stay in sync?
I'm not sure if I understand your question correctly, but here's one
take on it: References to frameworks from your project is just that -
references. You don't have a copy of the framework in your project, so
there is nothing to keep in sync.
Also note that if you're using SDKs your framework references are
resolved taking your current SDK setting into account, so that they
effectively end up pointing to the frameworks in the SDK, even though
you originally added the framework from /System.
