There actually is a way to set a plist file for a non-bundled executable. You can add this to the "Other Linker Flags" on the target that builds it:

-sectcreate __TEXT __info_plist Info.plist_path

It causes the Info.plist file you give in the path to be embedded in the executable.

This is documented in the Code Signing guide, so I'm not entirely sure if this is read pre 10.5 or not, though it doesn't cause any problems when run on an earlier system.
