Both the "Base SDK" (which sets the envar SDKROOT) and the "Deployment Target" (which sets MACOSX_DEPLOYMENT_TARGET) may be set, independently. For example, scplugin sets "Base SDK" to "Mac OS X 10.4", so we can build on 1.04 or later, but sets the "Deployment Target" to "Mac OS X 10.3", so our last few Panther users can use the build.
