I've never tried writing a data formatter, but custom summary formats hardly ever work, so much so that I never even bother trying to use them any more. You can get them to work once just to tantalize you and cause you to waste loads of time, but then they never work again. I just use "View as Memory" or use the debugger console to print stuff out. The Expressions window would be potentially useful here but it's just too annoying - half the time you get the dreaded "Out of scope" and if you mistype, you can't select an existing expression and edit it, you have to type it all over again. In the console you've got editing built in so it's much easier.

I know what you mean, but I do use summary formats and they generally do work after an insane amount of trial and error.

It's a real shame, because it's potentially a very useful feature of XCode, and all it needs is a tiny little bit of usability work, and perhaps a bit of under the hood tweaking.

In usability terms my main problem is that XCode doesn't show you what you did wrong. "Out of scope" covers such a multitude of sins that it is useless. If it just logged a more detailed error message to the debug console, that would help immensely.

If some sort of interactive way of building up the expressions was provided, that would be better still.

And if you could use a real programming language to define a summary, rather than the obscure format at the moment, that would be perfect. Being able to use a script would also allow conditional summaries (if value is x, show this, otherwise show that), which would be ideal in some cases that I have to deal with, and would remove the need for custom plugins to a large extent.
