Getting Organizer to import .xccommands file

I want to share organizer build action scripts with another developer. I've exported a .xccommands file and put it in another project folder, then dragged the folder to the Organizer. But the Organizer's toolbar popup menus never list the actions from the file (with the new folder selected).

I read the paragraph in the Xcode 3.0 release note, and found (only) a couple of mentions of the file in a Google search.

What is the .xccommands file supposed to be named exactly? I've tried "test.xccommands" and just ".xccommands". When does Organizer read this file? Whenever a folder is added to the Organizer? Do I have to restart Xcode? (Have tried both to no avail). Organizer lists actions that match the existing project, which must have been generated from the project's configuration names. Does the existing set of scripts prevent importing others? I tried putting a .xccommands file in an empty folder, Organizer didn't see that either.

P.S. Alternatively, I'm thinking of setting up a build control system (for our 50+ iPhone apps) in a local PHP web page so a user can check off the targets to build. If you know of existing systems I should look at, that would be good to know.
