ibtool failing to compile XIB

I have an XIB file that compiled fine until I upgraded to 3.1.3. I
tried reverting back to 3.1.2, even ran the uninstall scripts
referenced in the release notes, and did a clean Leopard install along
with a clean 3.1.3 install and still can't get the XIB file to
compile. I tried checking out a fresh copy of the XIB from SVN, even
checked out a copy from a tagged build that I knew was error free, and
also got a fresh copy from another developer - still no luck.
Here's the error returned in the Xcode build console:
