Xcode 3.1.3 is not officially qualified for development on Snow Leopard. There are known crashing bugs in specific areas (such as Data Modeling) that are not addressed. Some people may have satisfactory experiences using 3.1.3 on Snow Leopard but it is not a supported configuration.

I don't suppose this situation has changed at all with Xcode 3.1.4?

No, it hasn't. Xcode 3.1.x is being updated for Leopard with the sole purpose of supporting iPhone development. Xcode 3.2 is being developed for Snow Leopard with major features, performance enhancements, and bug fixes, so you should expect to be migrating to Xcode 3.2 when running Snow Leopard.

In addition (and returning to the topic of the thread) the conventional Unix tools in /usr/bin have been updated for Snow Leopard as well, all built for 64-bit (and launching 64-bit by default), compiled with gcc4.2 and linking to Snow Leopard libraries. We have not qualified any of the Leopard UNIX tools against Snow Leopard, and installing Snow Leopard removes them on the expectation that you will replace them with Snow Leopard versions when installing Xcode Tools 3.2.
