If you go to the iPhone Dev Forums (http://devforums.apple.com/iPhone) this topic is addressed at great length. Nickel summary: you don't need the 2.2.1 SDK to deploy to 2.2.1 devices; just set the iPhone Deployment Target to 2.2.1 and use the 3.0 or 3.1 SDK. There is no 2.2.1 Simulator on Snow Leopard in any case.
