Set your Base SDK (for PowerPC) to the 10.4 or later SDK, and set the Mac OS X Deployment Target (again, for PowerPC) to 10.3. That's the standard way to use a newer SDK and target an older OS, whether on Mac OS X or iPhone.

And of course, carefully examine whether you really need to support an operating system introduced in 2003 and three major versions old.

Installing Xcode from the Snow Leopard install disk apparently removed the
10.3.9 SDK (yes, I clicked the Install 10.4 stuff checkbox).

Build Results:

   Check dependencies
   [BEROR]error: There is no SDK with the name or path
'/Developer/SDKs/MacOSX10.3.9.sdk'

Without violating Chris's admonition about "install Xcode components from
previous releases atop Xcode 3.2.", how can I restore the ability to
develop for 10.3.9 under Snow Leopard?

BTW, I do have the project's Build settings set to:

   GCC_Version_ppc    = 4.0
   MACOSX_DEPLOYMENT_TARGET_ppc = 10.3
   SDKROOT_ppc = /Developer/SDKs/MacOSX10.3.9.sdk

I know that gcc 3.3 support (and 10.3.9 sdk) has been deprecated,
but when building for backward compatibility (ppc), this is a no-go.

You should be able to target Mac OS X 10.3.9 for PowerPC by setting
the Mac OS X Deployment Target build setting to 10.3, and the Compiler
Version build setting to GCC 4.0, both of those conditionally for the
PowerPC architecture.

Please don't encourage other developers to install Xcode components
from previous releases atop Xcode 3.2. Thatís not a combination t hat
is qualified or tested, and is not supported in any way.
