What is AXUIElementPostKeyboardEvent for?

The Accessibility Reference for Assistive Applications tells me to look at
CGRemoteOperation.h for details. But neither that header nor the
CGPostKeyboardEvent documentation says much about what it's meant to be used
for. Or how to use it.
Digging through my old Inside Macintosh Text volume, I am reminded of a
little of this.
Is this meant to be used mainly for typing key equivalents into the target
application, so as to control menus and buttons having key equivalents?
