Gestalt or alternative?

I notice a lack of any (obvious) gestalt constants to determine if accessibility
is available. The AXAPIEnabled() call tells me if accessibility is currently
enabled, but I don't see anything that will tell me if accessibility is available.
Do I check the system version, or is there something not obvious that I'm missing?
