The Carbon HotKey API currently requires that the hotkey modifiers
include the control key. This is to avoid malware hijacking the user's
normal keyboard input for regular, non-modified alphanumeric keystrokes.
However, there's a possibility that some accessibility software might
have a legitimate use for installing hotkeys that don't use modifiers.
If you have a real need for this feature (especially if, say, you have
similar software for some other platform and you want it on Mac OS X
also), please let me know in private email to
<
mailto://email@hidden> and describe how you'd like to use hotkeys
without modifiers.
