I took the opposite approach, checking AXAPIEnabled every time my users do
something in my app that would result in a call to the API. I've spent a
fair amount of time testing this with the System Preferences open on my
second screen, turning access on and off from time to time. I've never seen
a delay in the effectiveness of turning access on or off.
I do monitor constantly for the UI element destroyed notification, but I
must say I have never looked to see whether it does anything when access is
turned off.
