It is possible that this is a limitation of WebCore/WebKit/KHTML
instead of Safari specifically, but I haven't experimented with this
to know for sure.
I'd suggest filing a bug report against Safari with Apple about that
(which should make sure Web Kit, and thus Safari are not forgotten
when adding accessibility support.
Until that has been closed, you can still use Internet Explorer,
which at least allows focussing each item.
