The Radar # for the issue I just submitted regarding this is 3405932.
It seems like providing a feature that would speak the label/etc. of
whatever is highlighted by the keyboard focus should be added to the
"System Preferences->Speech->Spoken User Interface" capabilities.
Would this solve this problem? If so, it seems like a relatively small
change, although the devil is always in the details.

that label strings are read aloud when the "Text under the mouse"
checkbox is checked in "System Preferences->Speech->Spoken User
