Isn't this more of an accessibility API bug? Is there really something that iMovie should/can do so AXUIElementCopyAttributeValue returns the correct window title?

Definitely. Apps have to be able to affect what the accessibility APIs return so they can deal with customized widgets. In this case, it sounds like iMovie is doing something non-standard with the window title. Go ahead and file it against accessibility to start with, but most likely it will end up in iMovie's court.
