AXRaise action description?

There was a bug in Mac OS X 10.3.0 in which the new "AXRaise" action did not
have a corresponding key-value pair in the ActionDescriptions.strings file.
I could swear this was fixed in 10.3.1, but it is missing (again?) in
10.3.3. I don't know about 10.3.2.
Is this a bug, or is AXRaise already deprecated or something?
