I put together a text service component based on the source code of
BasicInputMethod and found that that sending backspace (delete) keydown
events are ignored by Cocoa applications. Every other character seems to be
accepted, so it looks like the AppKit in Cocoa handles backspaces in a
special way and that text service components submit the backspace at a
higher level than ordinary keypresses are submitted therefore miss this
special processing.
(I submitted this to radar as bug 3753446.)
