There are two open bugs in radar that I posted and both are present in
10.4.2.
3528513 : Input Method Always Supersede Keyboard Layouts
Input methods are treated by the OS as being equivalent to a keyboard
layout. That is, you can either choose a keyboard layout OR an input method.
There is no way to have an input method act on the roman script system and
permit the user to still be able to choose one of its keyboard layouts.
Depending on what your needs are you could look into a character
palette style input method. That does not override the ability of the
user to change keyboard layouts.
