How to test for VoiceOver being active?

Dear accesibility list members,

I'd like to find out whether VoiceOver is currently active. What is the best way to find out? I would prefer some notification to avoid polling.

I have noticed that there's AXEnhancedUserInterface child in AXApplication set to TRUE when VoiceOver is active but cannot find it in headers.

Can I safely rely on this value?
