Is this on Tiger or Leopard? I'm guessing Tiger. On Tiger, the system-wide font and color panels were only accessible from within Cocoa apps. This was addressed in Leopard.
I'm not certain about the state of the Carbon file and print panels in Tiger. They are now Cocoa panels behind the scenes in Leopard, and they should work with accessibility and VoiceOver.
Unfortunately, I don't know of any workaround for Tiger. I would suggest trying this on Leopard though.
