I'm not certain about the state of the Carbon file and print panels in Tiger. They are now Cocoa panels behind the scenes in Leopard, and they should work with accessibility and VoiceOver.
Unfortunately, I don't know of any workaround for Tiger. I would suggest trying this on Leopard though.

Whatever the reason for the problem, does anyone know of a way to work around it?
