Hi Matt,
this is stored in the corresponding plist file.
Have a look here: ~/Library/Preferences/com.apple.universalaccess.plist
The key is called mouseDriverCursorSize and is present after you have
edited this option in the dialog for the first time.
Note that you can simply open plist files by double-clicking them. Mac
OS X opens the Property List Editor.
There's an API to read information from plist files, just search the
Reference Library that came with Xcode.
