Yes, but where is it? The old Preliminary Release Note for Writing Assistive Applications was removed in Leopard, and I can't find anything that takes it place. (Bug report to follow.) It is now here: Accessibility (ApplicationServices/HIServices) Reference
I had filed a similar bug earlier... ;-)
