If I understand your question correctly, the answer is: No, this in particular is not an accessibility question. Many sighted developers are not very good at graphics, and use the services of people who are good at that.
You can look for recommendations in the usual places: Forums, Twitter, or I will gladly recommend people to you if you wish.
Or did I misunderstand your question?
